The Resume button loads the last household you played when saving. From your description you play rotationally (more than one household in the same save). If you want to play another household than what you last played use the Load game button instead and you will get the world view where you can choose which of the households in that save you want to play.
I appreciate that you're trying to help @jpkarlsen but I don't think that's what anyone has been saying. No one is asking the game to magically know which household to play, next. The problem is that the "resume" button automatically returns to a random Sim, and not the active households, even if the game was properly saved, and exited. In my case, it keeps returning to an auto-generated sim in the base-game world, "Willow Creek," even though I have never played this Sim, and I have no intention of playing this sim. I can switch to one of my Sims, save to manage worlds, save to main menu, save and exit, and restart the game, and it will still have "resume" set to that auto-generated sim. I can switch to any household, and it continues to return to that same single dude in Willow Creek. It completely defeats the purpose of a "resume" button.

No it loads the last played household. It however looks like you have the issue where the save is not complete. There is a thread about this in the bug forum you can look for. As I understand EA is working on a fix.
