Retail employees will not perform assigned tasks

I found an old thread from 2015 about the same issue but its now locked.

I have two retail lots and have the same issue on both. My employees will do anything and everything except the tasks assigned. I have employees with a high skill level in selling but it doesn't seem to matter, Anastasia would rather make out with customers than ring them up or restock. I feel like when I first started playing it worked better and has gotten progressively worse.
