Sim 4 Error 132:9be93655:8c6b6d75 (Can't play with households)

Hi there, I've keep receiving the error code 132:9be93655:8c6b6d75 ever time I try to play with a household. I've looked all over the internet and your sims forums to try to find answers. Why can't I play with my households? 

I tend to use a lot of mods in my game. However I have tried taking the mods out, repairing my game, uninstalling my game, everything. What other ways can I try to troubleshoot this error? I'm feeling like I may never be able to play my game again.
