Sim Cant seem to bake excellent quality pastries/cupcakes

My sim has level 10 baking, cooking and gourmet cooking (None of this was cheated in) but cant seem to bake excellent quality pastries or cupcakes to sell. He even has max mood 95% of the time and is usually in an inspired mood as well. He just seems to bake good or even bad pastries. I don't understand what I'm doing wrong or what more I can do. Any advise or directions to a mod that might be able to help would be greatly appreciated!
