Sim characters not obeying commands and posing

How often does the bug occur? Every time (100%)
What is your current game version number? latest one
What expansions, game packs, and stuff packs do you have installed? all of them.
Steps: How can we find the bug ourselves? No clue
What happens when the bug occurs? the sims look different directions as if they're posing
What do you expect to see? the sim freezing up and not doing the actions I ask.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
Hi, so Ive been having an issue where any time I have a sim do a task they walk to do it, but never complete it. They end up becoming idol and posing while their heads turn different directions sometimes. Ive tried taking all of my mods out, redownloading the game and creating an entire new sims folder, at this point I've hit a brick wall and any feedback would be appreciated!
