You can't fix it in the current save. All you can do is save the family to the library and start a new game, And in this new game when you choose a world you have to go to the game options and disable NPC voting. If you do it AFTER settling the family on the lot, it will be too late,

@kreatora, as I said before, I followed your instructions to the letter, I even tried at least 3 times, once after choosing the season and the town but before the lot, then before choosing the town and at last before choosing the season (every time with a different save) and I keep having the same issue.
Unlike @Spektir I only saved the sim and not the lot just to be sure but it doesn't resolve anything...
I agree with Spektir about the pack needing to be patched...

- @97tigercindy Sims can get the NAPs stuck on them even through the gallery.
