Sims 4 - terrain tool doesn't work at all

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? Most recent
What expansions, game packs, and stuff packs do you have installed? Tiny living Seasons City living Laundry day
Steps: How can we find the bug ourselves? * Choose a lot (any world, any lot), without a familiy to move in there. * Go to Buildermode to work on the lot. * Try do anything with the terrain tool, it doesn't work. No height changes, no texture paint, nothing EXCEPT the sound (whoosh). * Yes, I am trying it on the actual terrain, on grass, not indoors, and not out of bounds, with nothing aroud within 20 blocks radius.
What happens when the bug occurs? * I do see the cursor tool changing shape when selecting different terrain or texture options etc. * Only the sound "Whoosh" happens when I click and drag, but nothing happens to the terrain. * Repeated clicking or simultaneous shift or any frantic key or mouse combinations also fail to help.
What do you expect to see? * I expect to see terrain moving up or down, textures to be applied,
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure 

I newly bought and installed sims 4, although I did work with it years ago on a different EA account.

My PC specs are as follows:

Asus B350-F

AMD Ryzen 5 1600X

ASUS 8GB D5 GTX 1070Ti

16GB DDR4

M.2 EVOBasic 500GB SSD

And I have updated and double-checked the latest drivers of my video card.

Additionally I have updated all my other hardware drivers (chipset etc)

    Crin shared the Willow Creek build (very nice!) and the Del Sol Valley one with me. The lots have the Out To Pasture flooring tiles placed, not terrain paint. This is why it seems like the terrain tool is not working. You can easily test this by using the eyedropper tool and click on the grass outside on either of these lots. Or just use the sledgehammer outside and drag over an area of grass.
