So I checked your game and after initially being unable to replicate cause the households loaded fine for me, I did get an LastException and when travelling I was also booted back to the map.
The exception revealed that it was an issue with a certain Sim throwing errors
I installed Simsinfo to find out who it is and it told me it was a ghost and was missing a trait.
I checked the household manager and tried to find her in there and there is a household called Wanda that fit the Picture.
Meet <I don't have a name>
She does seem to have all her traits but she has no name. So I gave her one.
After that the issue stopped and the Sim was able to travel again.
If she's no one you care about, you can also simply delete her.
UPDATE: FIXED?
I went back and deleted the glitchy ghost and another sim who I think I mentioned was showing up in game but marked 'currently not in world'. I repaired my game. I deleted the house that my last-played household was living in and now they can travel! And I can load families!
