there has been a change to this. You need to actively turn them on in the options now.

There was a note in the patch notes but if you missed those, you missed the change (and it also doesn't tell you it's now off by default)
Whim Updates
There’s a new “Show Whims” option in the Gameplay Options menu that allows you to enable or disable whims… at your whim.
