Move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game
If it works now check for updates to your Mods and CC. Add it back a little at a time while testing until you have found all that are broken.

Okay All the pregnant Sims had a baby! It worked! Thank you for basically telling me to clean up my mods folder. Not sure which mod was stopping child birth but i updated and removed a lot of mods. This post should definitely stay here for anyone else who was having the same issues. I also recommend anyone that hasn't already, to keep mods in folders as it helps for updating and keeping things nice and neat!
Now my Sim has been hit with child support lol.
