Sims 4 start page frozen till I press "esc" and then build mode doesn't work?

I'm having issues after the last update. When my game starts up it shows me the cheat list popup and when I press ok it's like the game freezes and I cannot click on anything unless I press "esc". After I press "esc" I can get into the game, and everything works normally except my build mode. When I go into build mode nothing shows up, I can't even place walls or in-game items not just cc. 

I believe the issue has to do with my mods because when I take them all out the game starts normally, and I can use build mode. The problem is when I I split my cc in chunks to try to find the broken cc/mod it still worked properly. It only glitches when I put all my cc in the folder. Can anyone help me figure out what's happening here?
