Sims can't acquire skills from reading

Which language are you playing the game in? Русский язык
How often does the bug occur? Every time (100%)
What is your current game version number? 1.93.129.1030
What expansions, game packs, and stuff packs do you have installed? All of them, except for EP 04 «Cats & Dogs» and SP 14 «My First Pet»
Steps: How can we find the bug ourselves? 1. Click on the bookshelf. 2. Choose a skill book to read.
What happens when the bug occurs? 1. There is no green skill progress bar over the head of the sim. 2. The skill is not improving in the Skills section. 3. The sim finishes a book in a few sim minutes with no change of skill. Note: The book corresponds to the sim's skill level. The issue is reproducible for level 1 books and the sim who has no such skill.
What do you expect to see? 1. The green skill progress bar over the head of the sim should be filling in gradually. 2. The skill should be growing in the Skills section. 3. The sim should be reading the book as long as it takes to acquire the skill or until the action is canceled.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

The same issues is happening for me with the last update 1.93.129.1030. The bug is not related to mods/specific family/world and appears all the time. It was tested the vanilla game with no mods and a newly game-created The Sims 4 folder, and the issue stays. When I downgraded to 1.91.205.1020, the issue doesn't exist anymore.
