sims cant be placed in a lot

I play sims on the PC with a lot of cc. When i make a new household I am unable to place them into a house and when i select a house it doesn't give me the option for them to move in anywhere. What do i do?

@josebake Could you please test without mods, as a first troubleshooting steps?

Exit Sims 4 then drag your Mods folder to your desktop.

Then delete the file called localthumbcache from Documents > Electronic Arts > The Sims 4. If you think you might accidentally forget to exit without saving after testing, copy your Saves folder to your desktop too, to back it up.

Now open Sims 4 and see if you still have the problem.
