I had this problem too, I realized it was because I made my sim from a different sim from my other world. She still had alot of skills but I wanted to reset her skills, so I did the cheat to make her skill 0, for some reason because I made homestyle cooking level 0, she was unable to cook the same way that this happened. For me, using the cheat: stats.set_skill_level Major_HomestyleCooking 1 made it so I could cook again. I dont know if this is your cause of the problem, but it was mine and this fixed it. :D
