Sims Refuse to Follow Commands

My sims are refusing to follow the majority of my commands and keep constantly overriding what I've told them to do. I have no mods or CC of any kind and this save file is new. If I tell my sim to put her toddler in a high chair and feed them, for example, she'll stop what she's doing, pick the kid up, then set them down on the floor so the kid can scream at them about being hungry. I've always had some issues with this ever since the game first launched, but it's so much worse now that the game is unplayable. My sims only seem to follow commands if it doesn't involve any other sims. So if I tell one to cook a meal by himself? Fine, it does that. But the instant more than one sim is involved it's a disaster. I've been playing the Sims 4 since the day it came out, and have put well over 1,000 hours into the game. I no longer play the Sims 4 because of the frequency of game-breaking things like this, and I tried today to give it a chance again to see if it works now. Alas, it's still as broken as ever. It's such a shame. I have no desire to play with free will off, as that negates most of the point of sims games for me. I just hope this gets fixed some day.

@Lady_Seluna Most of the time (I say most) this is caused by cc or a mod that probably needs to be updated. This could (maybe) be a trait. Like when I ask my wife something she just ignores me. How is the free will setting - maybe crank that down little. Most of the time it's a mod or cc that conflict with an update.
