Never mind, I fixed the issue. For anyone wondering it was caused by an outdated mod.

@chewiicheeze Causes from before the patch are likely to be different from causes after. If you've removed all mods to be certain that this is a mod issue and you're patched to the Wednesday hotfix, start at Broken/Updated Mods .
I checked and deleted all the mods that were on the list of broken/needs updates mods from the latest patch, but my game is still having issues. In my game options I disabled mods to see if it was a problem with my mods and it was. Do you have any other ideas of what it could be?
