sims won't let me play any households (Error Code: 132:d3b2298e)

How often does the bug occur? Every time (100%)
What is your current game version number? version 1.95.207.1230
What expansions, game packs, and stuff packs do you have installed? city living, cottage living, cats & dogs, seasons, desert luxe, island living, high school years, holiday celebration pack.
Steps: How can we find the bug ourselves? Try to figure out what is causing this.
What happens when the bug occurs? whenever I try to play a household, I get sent to the page with all the maps on it and it says "The game failed to load. Error code: 132:d3b2298e:c1a7d156. It is recommended that you relaunch the game." it only started doing this today, I haven't downloaded any big CC, or mods, or installed any updates today. I removed all of my mods and CC today and pit them into a backup folder on my desktop. I also deleted many. I don't know why it is doing this.
What do you expect to see? I expect to be able to play the households
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? No
