Social interactions showing up twice

All social interactions are showing up twice in my game. When I click on another sim, I first see the individual interactions (Ask About Day, Get to Know, etc.), and then there's a "More Options" pie menu category. When I click on More Options, I then see the Friendly, Mean, Funny, etc. categories, and within those they have all of their normal interactions, which means that the interactions on the front page are being doubled, which adds more friction between me and the normal categories. This happens with every sim, in every save, and in new saves as well. This is only happening on my new PC - my Mac is working perfectly fine. It is happening both with and without mods enabled.

I first noticed this happening yesterday while I was testing my own mod (the only mods installed at the time were MC Command Center, UI Cheats, and my own). I figured it must've been a bug in my mod, so I disabled all mods to check, but the issue did not go away. I repaired my game, cleared all cache, and relaunched the game with mods disabled and removed from the Mods folder, and it was still happening. I then uninstalled the entire game, making sure that there wasn't a single EA file left on my entire computer before reinstalling it, and the issue is still happening.

This is driving me crazy. It's clearly not an issue with a mod, because the issue is happening on a fresh install of the game that has never even seen a single mod, and the game is working on my Mac with MCCC, UI Cheats, and my own mods installed. Does anyone know what could be going on, and how I can fix this? As a mod creator (especially having a mod that drastically changes the social interactions), this is seriously impeding my ability to test and get updates out.
