More than likely, the reason that the CC eyelids you have only show up for vampires is that whoever made them, tagged them to only show up for only vampires when they were made. There are lots of CC CAS items that do that. But if you have Sims 4 Studio (S4S), you can change it so that it does for most items by editing the tagging on the item. It's pretty easy and fast. I've done it a lot, mostly on clothes so they show up in the clothing category I want them to show in. In your case, if you want the eyelids to show for all sims, just check the appropriate boxes for the occults that I show below that you want the item to show up on then save the file. S4S will create a new version of the file and move the original to a backup folder so you don't alter the original:
