Sorry that you wasted your time. The Hospital has very strict requirements to work. You can add more floors with things your sim can use but do not expect patients or staff to go there.
Thank you for your response! I tried to put the surgery station on the ground floor but it still didn't work. I don't know what else to do. My sim went to work there the other day and when it was time to admit patients he used the beds upstairs just fine. It's the surgery machine that doesn't work anywhere in that hospital. Do I need to build another one? I really don't like the original one.
As I wrote it is easy to break the Hospital So I recommend that you don't change the ground floor and restrict yourself to just adding stuff to the other floors that you create. You may need to start over with a working Hospital.
