I had the same thing happen at a nightclub. I wanted the "Meet and Greet" to start around 11pm. The fans and paparazzi were there but no event timer. However I stuck it out and until it became 8am the event timer started! When I do the meet and greets now, I have them outside my sim's home. It works perfectly and I always get the event tasks to complete. My sim has reached the top of the celeb curve. Maybe try a meet at your sim's home and see if it works. Good Luck!
