I am also having the problem where no one can interact with the toddler potty chair.
No toddlers, no Teens, no YAs, no Adults, no Elders.
I have tried all possible fixes.
I have tried replacing the sims 4 folder and restarting,
I have tried reverting to various saves
The only thing that worked for a short period of time was to uninstall and then reinstall the game and start all over again.
I double checked and it was working after the new install but now again broken.
Now I have toddler aged sims again and again no one can interact with the potty chair.
The also seem to have limited interactions with the toddler toys as well.
Again tried removing and replacing the sims 4 folder to no avail.
Some actual help would be appreciated.

I think I figured out the problem is that I was unaware there were 3 stages before child.
I am hoping it will sort itself out when the child ages into toddler.
I hadn't actually played long enough when I first bought the game and then decided I didn't like it compared to Sims3.
Hopefully it is just me being clueless!
I'll get back to you if it turns out there is still a problem when transitioning from infant to toddler.
