Unable to place Sims Birth Certificates in the world

I am doing the 100 baby challenge, and want to have a birth certificate wall with all of the children’s birth certificates on it. My matriarch has the birth certificates in her inventory but i can’t place them on the wall. Ive tried “place in world” and it signals that she’s unable to place them. I also am playing on an Xbox One. Is there a way to get the birth certificates without using debug? I want my actual sims birth certificate.
