Volunteer option gone

I have noticed that the past few month, I can no longer see the volunteer option in my game. (Parenthod)  So my Sims can no longer go volunteer. 

I have two teens in my house and screenshotted the travel option from their phones. 

I have also made a new game and the option is again not there.
