wall tool jumps across lot

What expansions, game packs, and stuff packs do you have installed? Everything
Steps: How can we find the bug ourselves? Go in to build mode on any lot and try to build walls, rooms or fences.
What happens when the bug occurs? The cursor keeps bouncing outside of the lot and building walls diagonally through the lot. It is really hard to get the wall to be built where I want it to.
What do you expect to see? A wall/fence/room built where I am dragging it.
Have you installed any customization with the game, e.g. Custom Content or Mods? No
Did this issue appear after a specific patch or change you made to your system? No
I've been having this issue for years. I recently moved across the country, bought an entirely new gaming setup, and the bug followed me. No CC, No mods, nothing. Fresh, brand new install of the game on a brand new computer - and the bug was there. I don't know if this is a PC setting (mouse/DPI/etc) or a Sims setting. I've tweaked every setting (windowed, full screen, windowed borderless, graphics presets, camera options, everything) but nothing helps.
Any ideas/thoughts?
