Why are so many sims in a Dazed state?

While the issue of sims of randomly entering the apartment isn't a new one, I know the issue has been around for ages...

But what I am wondering about is, when did these sims end up in a dazed state? Because I have come to notice they are always in a dazed state, every single one of them regardless where in the city my active sims happen to reside. 

And it seems that it is not just tied to the trespassing issue, but just about every single sim out and about in the city, that is not my actively played sims, are also in a dazed state...so have you noticed this in your game?

This game was my power couple scenario save...wonder if the issue is tied into the scenarios? 🤔
