If you have Eco Lifestyle, take a look at what NAPs are active in the zones where you see it happening. One of them, I forget which, (Juiced maybe??) causes a dazed buff. So take a good look at what each NAP does and repeal the one that gives the dazed buffs. I have seen it show up in some places in my game but I have changed all the NAPs to ones that I like and don't see a lot of their effects anymore. Otherwise, take a look a what your mods do, it could also be something in one of them causing it.

@CGrant56 Can't be mods, don't use any. Yeah, must be a N.A.P, I think one of the currently active ones might be Juiced. Both places they have lived so far have had that as one of the active action plans since my sims have been too busy working to vote. 😂
Now makes sense why everyone is dazed. 🤦🏼♀️
The only N.A.P my sim did have repealed was the roughhousing one. Didn't want my sims getting beaten up while working their way up to CEO. 😂
