Why do toddlers no longer have the ability to build skills???

This is the first time I have played the game since the March update and I just aged my infant up to a toddler. Why do they no longer have skills? Literally when I try to click on their skills tab it is no longer available. I used to love to build their skills on the wabbit tablet so that I could maximize them as quickly as possible, so as to earn the Top Notch Toddler trait….

…. Now I’m really not sure how to play toddlers anymore. Can somebody please provide me some guidance on this? How do they learn to walk and talk if you can’t even gauge their skills anymore??
