Two years later and I'm having the exact same issue 😅 Did you ever find out what was causing this? This is the only thread I've been able to find with the same issue! 😭

kls13j I know of a few causes:
- Mod manager programs or combinations of them: One renames your files and another (or the same one) downloads a fresh copy.
- Programs like OneDrive and iCloud that are set to sync your files, combined with mod managers that redownload your files. (OneDrive etc. moves the folder to where it wants it, but Sims isn't looking there, and it makes a new folder next time you start the game, and the mod manager redownloads mods.) This is a less likely cause, but worth making impossible.
- Players backing up their folders for game updates and testing, then keeping multiple backup folders instead of deleting them, then forgetting they did that. (Which is honestly easy to do!)
I recommend deleting any mod managers. You can manually do literally everything they do, with less risk of error. It just will take more effort. This is doubly true of new ones that have been appearing recently, often from people who don't have a track record as quality modders, or as Sims modders at all, and who are having their software do things that will obviously break people's games.
I also recommend ensuring that no syncing program can ever touch Sims files. You can get support for this in the tech forums for Sims 4 here.
Finally, when you're doing a backup or testing, rename the Mods folder to prevent confusion. Have one place on your computer folder system where you store that backup.
