Wish about flirting with someone in friendship
Isn't it bug that sim wants to flirt with a friend sim? From being near a friendly relationship She has never gotten any romantic trait in her sim life.

Not a bug.
Your sim knows and likes Grant. The Whim is optional - the game asking you if your sim wants to consider Grant as a romantic prospect.
I assume your sim is happy with Roy, and isn't looking to cheat on him. In that case, you, the player, get to say "No - I don't think that she wants to make it romantic. Grant is just a good friend", dismiss the whim by clicking the red X, and move on.
Whims are suggestions. She likes him, and he did something she thought was cute. That's all.
