CAS items not appearing despite 2.38 game version

The new free base-game CAS content from the August 25, 2026 update is completely missing from my game. This includes the Cosmic Coils Afro-textured hairstyle and the six new CAS clothing items.
My game is fully updated to version 2.38. I have also completely closed and restarted the game, restarted my PlayStation, and checked for additional updates. PlayStation reports that the game is already up to date.
The new hair and clothing are still not appearing in Create-a-Sim.
This appears to affect the entire new CAS content drop rather than an individual item. Please let me know if this is a known issue or if there is another way to force the new base-game content to appear on console.
