MamaRockit if the envoy doesn't appear when the next stage begins, you can start a new save to carry out the event tasks. I'm actually doing that myself because I didn't have the Willow Creek library in my game as I'd built a store on the lot. I'd completed some tasks with a Sim in my main save but now I've created a dedicated Events save, the tasks and progress carried over fine. So if you run into any problems that's what I would do.
