First, let's be sure your disk is free of any scratches or dirt. If it looks clean, we'll want to uninstall the content completely from your console. Once you've uninstalled it, please disconnect your console from the internet, and reinstall the game offline using the disk. 

Once it's fully installed from the disk, go ahead and reconnect your console to your network, and you'll be prompted to install some online updates. Let me know if this sorts the issue for you! 

@EA_Solaire I tried and right after it installs it goes right to copying add ons even without the internet connected 🤦‍♀️ I don't understand why. I've never had this issue before.

Okay if it's still stuck, we'll next want to try restoring your licenses with these steps, then rebuilding the database on your console with the steps here.

@EA_Solaire Still saying the same thing. I dont understand why its doing this. the disk is 100% clean, it installs and right after installation it goes right to copying ad ons.

Another reason your console may get stuck here is if your hard-drive is almost full. I'd recommend clearing up some storage on your console to see if that helps as well. 

If that still doesn't resolve the issue for you, I'd recommend reaching out to PlayStation support about this to be sure there are no issues with your console's hardware that may need repairing. You can contact them here for help on this.
