Urns and graves for unplayed Sims won't appear unless that Sim died while you were on their lot, or they were on yours while they died.
As for Necrocall not working- what level is your Spellcaster?
My Spellcaster is on the Virtuoso level. So she's supposed to be more than able to perform the Necrocall spell.
Community ManagerIs there a ghost Sim associated with the tomb or urn you're trying to cast Necrocall on? The spell won't work if there is no longer a ghost associated with that tomb/urn, or if that ghost has been released into the Netherworld or culled from your game.
