Ah, no worries. So you don't have access to the PlayStation account itself? It might be worth reaching out to PlayStation support for that:

If you're still logged into your account on your PS4, you can follow these steps to get your DLC installed again on your console:
- Restore the licenses on your console
- Go to your Game Library
- Scroll to Your Collection
- Select The Sims 4
- Scroll down to Add-Ons and locate your DLC here
- Select the DLC in this list and select Install
- When the download finishes, let your new content install and restart The Sims
However, if you've been logged out and you don't know your account info, you will need to reach out to PlayStation support for help on regaining access as @EA_QueenBee has mentioned.
