Sorry to hear that your original account was hacked! If your packs were originally bought on a different Xbox account, they wouldn't transfer over to the new Xbox if you're using a different Xbox account now. 

I'd recommend you reach out to Xbox support and see if you're able to get these expansions transferred from your older Xbox account over to the new account so you can access your DLC again on the new account.
