The residence selection command does not appear

I started the Legacy Challenge, but I can't select the required vacant lot of more than 50x50 in any world. I can't even select a large house, and I can't see the details. I was prompted to restart...

could you maybe post a picture of what you are seeing ? Does this happen for any save game ?
