It happens whether I save or not.

what I meant was that if you start a new save game for testing purposes, do you have the same issue there too or is it limited to that specific save game ?
Is that some kind of error message or what does the banner thing say ?

I've started a new game many times, but each time the same problem occurs and I can't progress any further.
As I mentioned in my first post, the only time I was able to progress was when I was prompted to restart the game and did so (probably a Sims Delivery update?).
However, it only worked that once, and restarting the game as described above when the problem occurred in a new game did not resolve the issue.
The banner in the photo says "You do not have enough money to buy this lot."
The only time I was able to progress, I was able to select this house and clear the lot.

OK.
Do you have enough money to buy the lots ? I just started a save from scratch and get the same if I don't. You do seem to be on the move in screen.
You can try the freerealestate cheat so you can buy any lot without having the money.
- While on the map where you move a Sim in into a home (like your screenshot), open cheat console (however you do that on console)
- Type: freerealestate on (you don't need testingcheats so it should not affect your trophies)
- Hit enter
- The lot should now turn into a green one that you can buy.
If you just wanna build on that lot, just move them in to a cheaper lot they can afford and then go back to the map from there and enter the lot in build mode from the map.
