Before anyone gets annoyed at me creating a new discussion— I have read over two dozen pages of troubleshooting and tried everything listed there, to no avail. I've been at this for over three days. Trust me when I say that bringing this up anew is necessary.
To sum up:
I have attempted to use CTRL + SHIFT + C on every page of sims 4 that I can with the mouse in every position and orientation possible. I have logged in and out of the game. I have made sure that no other apps were active. I have double-checked my shortcut settings for my FN keys, my Control key, and my Command key. I have disabled my screenshot short cuts. I have examined my computer and determined that there are no third-party apps that I know of that might be interfering. I've attempted to use an external keyboard. I've double-checked my language settings. None of that has worked and I am at a loss as to how I could try anything else short of reinstalling Sims 4 on another computer and trying to see if the cheats work on that one instead. Any advice that is not simply a repeat of telling me to do things I have already done would be appreciated.
For anyone this still isn’t working for, try CTRL+fn (key in the corner with the little globe symbol) + SHIFT + C. After a lot of trial and error this combo worked for me.

Thanks! Knowing your Fn key setup would be really useful for this (Ventura navigation below but previous OSs have equivalents in System Preferences):
