Bug with toddler hair and flashing graphics issues in world view

What expansions, game packs, and stuff packs do you have installed? I have everything except vampires, fitness stuff, bowling stuff, backyard stuff, romantic garden stuff, spooky stuff, and luxury party stuff.
Steps: How can we find the bug ourselves? 1. Just play a toddler with that hair type. 2. not sure
What happens when the bug occurs? 1. The newest curly toddler hair from tiny house pack (for both boys and girls) has a bug where the back of the head has an indent/bald spot and a piece of hair sticks out of their left eye. 2. another bug is that the graphics in the world view are flashing. Also happens in the main menu screen. Happens to any graphics that are supposed to move in some way. Only happens in create a sim, home menu screen, and world view.
What do you expect to see? 1. the hair to sit on the head properly 2. For the graphics to play normally instead of flashing.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.

Toddler hair bug, curly hair from tiny homes. Always appears with dent in back of head and curl sticking out from eye. Im also having an issue with the world graphics flashing in world view, main menu, and some graphics flash in create a sim.
