The Sims 4 Packs folder should be in the same Application folder as the Sims 4 app.
Repair your game, move out your whole Mods folder to the desktop, trash the localthumbcache.packge file and see if it now works.
Hi! What do you mean the "same application folder as sims 4"? In the Sims 4 folder or in applications?

Wherever your game is installed to, which by default is the User > Applications folder, is also where the Sims 4 Packs folder should be.Ok. Thank you! While waiting I found your other post about the Sims 4 pack folder and contents folder transfer. Hopefully that works. 🙂
