The Sims 4 base game should not be in the Sims 4 Packs folder. Ideally they should both be in the Applications folder. You've moved folders into locations they shouldn't be in. The Sims 4 Packs folder is not just some random folder, it is where all your packs are installed to.
The Electronic Arts folder, which contains the Sims 4 folder, which contains saves, mods etc. is created in the Documents folder when you launch the game.
