This error message is often caused by the game not have the required permission to download the SDX update in-game. It can be caused by antivirus blocking it. If you have antivirus installed disable it then try again.
As you use Mods please test a clean game by renaming the whole Sims 4 folder then launch the game so a new one is created. Launch the game, it will be as if you've never played, start a new save, play for a bit and see if it happens.
