Have you moved a folder called The Sims 4 Packs from the same location as your game is installed to? That is where your DLC is now downloaded to https://answers.ea.com/t5/Technical-Issues-Mac/The-Sims-4-macOS-Notarization-FAQ/m-p/8876253#M29009 I did find my Sims 4 Packs folder moved to my desktop for some reason, so I added it back to my Sims 4 folder and it still is making me redownload them.

It doesn't go in your Sims 4 folder. It needs to be in the same location as the game is installed to which is normally your user Applications folder. The link in my previous post explains why. Ahh, ok I see where I went wrong. It's fixed. Thank you!!
