I did try to uninstall, reboot but there was a required update. I then tried offline mode and it began to start but then produced an error saying the local files were written by a newer version of Sims so it couldn't be started.
Does this mean I have to wait for the legacy edition?
Unfortunately, pretty much, yes it does. Origin does not preserve prior versions during an update process, and it does not offer older versions. If you don't have a local system backup that includes the game binaries then you're pretty much stuck until the LE release is made available.

One thought does occur, though - is Lion the LAST macOS version that will run on your hardware? Might you be able to update to Mountain Lion (10.8)?
