If it works fine with a new save then the issue is with your saves. Maybe due to the OS or a recent game update. When you removed the Mods folder did you also trash the localthumbcache.package file?
Can you test the saves on another machine at all?

I did not trash the localthumbcache.package file then, although I have by now, since I've regenerated the Sims 4 folder. I'm not able to test on another machine.
