As it's a 3rd party content issue you should go to the creator for help but you could try moving out your Sims 4 folder to the desktop, launching the game then quitting so a new one is created then copy over the contents of your old Mods folder into the new Mods folder.

@Bluebellflora I really appreciate you trying to help, I did as you said and moved the sims 4 folder out and then launched the game and quit, but no new sims 4 folder has been created?

Did you get to the main menu screen? Do you have iCloud Drive enabled? Were your saves loading ok from when you started having the CC issue?- 6 years ago
AHH I can't believe it! I must have not turned my icloud settings off correctly! Its working! Thankyou so much for taking the time to help me out. One more stupid question...does this mean I can never turn on icloud drive again?

You can if your internal storage isn't too full but once it starts filling up iCloud will only store in the cloud. I don't know what the minimum space left should be but even when you have iCloud Drive enabled your Mac stores a copy locally which is why the game can still see the files.
