The best location is in Macintosh HD > Applications for both. You can have Origin installed in the User > Applications folder if you prefer.
Having the game installed in User > Applications does not mean you have to install it twice as you can grant access to the other Mac user account. The game library location in Origin dictates the installed game location. However, it can cause issues with updating the game which is why /Applications is a better location 🙂
The Sims 4 folder will always be created in the User > Documents > Electronic Arts folder of the logged in user.
