When you moved the game to your Documents folder you may have corrupted it. Not only that, if you had iCloud pushing the contents of your Documents folder to the cloud this would have included the game which is a lot of data for your Mac to keep syncing, hence the corruption.
Origin cannot uninstall a game it cannot find it and if you didn't change the Game Location in Origin > Installs & Saves it won't know where the game is. It can probably see some files in the install location but not all and not what it is expecting which is why your installation is broken.
Trash the base game and Sims 4 Packs folder, manually uninstall Origin https://bluebellflora.com/how-to-uninstall-origin-on-a-mac/ then redownload Origin and then the game. If you don't want the game installed in your user Applications folder, which is the default location, you need to change the installation location BEFORE downloading it so make sure you have automatic updates unchecked when you login to Origin.
