Yes. Every time you move Mods out of the Mods folder, or move the Mods folder, you MUST also trash the localthumbcache file.

You start up the game and see if it works without Mods now you’ve trashed the cache file.- @Bluebellflora it's still bringing up the same message as before and won't open

Ok. Have you moved your Sims 4 folder to an external drive by using a symlink?
