Yes. Every time you move Mods out of the Mods folder, or move the Mods folder, you MUST also trash the localthumbcache file.

@Bluebellflora okay, done. do i move the mods back in or do i start up the game without mods first?

You start up the game and see if it works without Mods now you’ve trashed the cache file.- @Bluebellflora it's still bringing up the same message as before and won't open

Ok. Have you moved your Sims 4 folder to an external drive by using a symlink?
